Article 26 of the Convention affirms the right of people to self-sufficiency, which includes the right to assistive devices for community participation in all areas of society.<\/p><p>The National Assembly urges the government to cooperate across ministries and with municipalities so that a fully revised assistive device legislation best benefits assistive device users; children and adults in school, sports, leisure, free time, work, and private life. Iceland ratified the convention in 2016; it is time to implement it.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0b4ee17 elementor-widget elementor-widget-heading\" data-id=\"0b4ee17\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The National Assembly of Sj\u00e1lfsbj\u00f6rg, the National Federation of People with Disabilities, held in Reykjav\u00edk on April 26 and 27, 2024, adopted the following resolutions.\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e2613e8 elementor-widget elementor-widget-text-editor\" data-id=\"e2613e8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong>Resolution on labor issues<\/strong><\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg calls for an immediate correction of disability benefits; the erosion of benefits (benefit cuts) by the government from before the crash to the present day must be corrected.<\/p><p>It is not legal for a disability pension to be more than 100,000 kr. lower than the minimum wage, and we demand this be corrected immediately. This was supposed to be guaranteed by Article 69 of the Social Security Act, now Article 62 of the Act.<\/p><p>\u201eSection 62. Annual change of amounts.<\/p><p>Payments from social insurance, as well as payments pursuant to Article 42 and the amount pursuant to Article 28, shall be adjusted annually in accordance with the applicable budget. Their determination shall take into account wage development, provided that they never increase by less than the consumer price index.\u201c<\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Association for the Disabled, demands an immediate correction of these government cuts. This is money that disabled people have been deprived of despite the provisions of Article 62 of the law, as seen above.<\/p><p>The National Assembly of Sj\u00e1lfsbj\u00f6rg calls for a government plan on how the government intends to act in accordance with Article 28 of the United Nations Convention on the Rights of Persons with Disabilities regarding an adequate standard of living and social protection. It states:<\/p><p>\u201e&quot;States Parties recognize the right of persons with disabilities and their families to an adequate standard of living for them, including adequate food and clothing and adequate housing, and to continuously improving living conditions, and shall take appropriate measures to ensure and promote the realization of this right without discrimination on the basis of disability.&quot;.<\/p><p>We do not see that the government has ensured continuously improving living conditions for the disabled; rather, the government has systematically cut disability benefits in recent years, thereby creating significant real-terms pay cuts.<\/p><p>To the government we say: &quot;Undo the cuts and stop playing with people.&quot;.<\/p><p>The National Assembly of Sj\u00e1lfsbj\u00f6rg rejects proposals for a functional ability assessment, as the organization has done under its own name and in cooperation with \u00d6B\u00cd.<\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation for the Disabled, urges the Althingi of Iceland to comply with its own laws, with reference to Article 62 of the Social Security Act, retroactive as applicable to the election of its own members.<\/p><p>We reject the assessment of work capacity and demand a correction of the government&#x27;s cuts to<\/p><p>disability benefits so that they rise to equal the general wage in the labor market.<\/p><p><strong>Conclusion on the Assistive Devices Legislation<\/strong><\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg calls on the Minister of Health to present a revised and<\/p><p>Updated bill on assistive devices in the spring 2025 session.<\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Association for the Disabled, demands that work on the update to the<\/p><p>applicable assistive device legislation and that effective consultation will be held with assistive device users who<\/p><p>are disabled people<\/p><p>Disabled people are an important part of the diversity of society; they are in all social groups.<\/p><p>and at all ages. Provisions that, for example, address assistive devices include Article 4 on general obligations, Article 5 on equality and non-discrimination, Article 20 on mobility, Article 24 on education, Article 25 on health, Article 26 on habilitation and rehabilitation, Article 27 on work, Article 30 on the right to participate in cultural life, leisure, recreational, and sporting activities.<\/p><p>Article 4 on general obligations states:<\/p><p>g) The States Parties undertake to conduct or promote research and development of new technologies, and to ensure their availability and use, including information and communication technologies, prosthetics, equipment and assistive devices suitable for persons with disabilities, with a focus on affordable technology, Assistive Technology Resolution<\/p><p>h) States Parties shall provide persons with disabilities with accessible information regarding procedural assistance, equipment, and assistive technology, including new technology, as well as other forms of assistance, support services, and equipment.<\/p><p>i) States Parties undertake to enhance the training and knowledge of professionals and personnel who work with persons with disabilities on the rights recognized in the present Convention, with a view to improving the assistance and services guaranteed by those rights.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6724ad1 elementor-widget elementor-widget-heading\" data-id=\"6724ad1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The Continuing National Convention of Sj\u00e1lfsbj\u00f6rg, lsh, held virtually on Saturday, September 23, 2023, adopted the following resolutions:\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bbd7747 elementor-widget elementor-widget-text-editor\" data-id=\"bbd7747\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><strong>Resolution on Assistive Technology<\/strong><\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held on September 23, 2023, urges the government to revise Regulation 760\/2021 on the distribution of assistive devices in light of the provisions of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD).<\/p><p>Article 26 of the SRFF states that:<\/p><p>\u201e&quot;Member States shall take effective and appropriate measures, including through peer support, to enable persons with disabilities to acquire and maintain the greatest possible independence, full physical, mental, and social capacity, along with their ability to work, and to participate fully in all aspects of life without discrimination.&quot;\u201c<\/p><p>The current regulation is too restrictive with regard to the equal right of people with disabilities to life and a good quality of life.<\/p><p>The situation in Iceland today is that people with disabilities receive no support for purchasing assistive devices for leisure, training, or outdoor activities, but these are very normal parts of daily life for people in Iceland.<\/p><p>The National Assembly of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, considers it necessary that, in light of the upcoming enactment of the SRFF into Icelandic law, the Icelandic government re-examine its position on grants for assistive devices.<\/p><p><strong>Resolution on parking for people with disabilities<\/strong><\/p><p>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held on September 23, 2023, urges authorities to tighten regulations and penalties regarding parking for people with disabilities.<br \/>Too often, parking spaces designated for people with disabilities do not meet the requirements of section 6.2.4 of the building code and are therefore unusable for people who use wheelchairs or other assistive devices. It is important to encourage companies and municipalities to comply with the standards of the building code, and if they do not, there should be some penalties, such as fines.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4a24372 elementor-widget elementor-widget-heading\" data-id=\"4a24372\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The National Convention of Sj\u00e1lfsbj\u00f6rg, lsh., held in Reykjav\u00edk on April 30, 2022, adopted the following resolutions.\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8cd536f elementor-widget elementor-widget-text-editor\" data-id=\"8cd536f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-block-key=\"7c24v\"><b>Resolution on assistive devices<\/b><\/p><p data-block-key=\"kc0c1\">National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held on April 30, 2022<br \/>calls on the government and the management of Sj\u00fakratryggingar \u00cdslands to ensure<br \/>appropriate assistive devices for all leisure and sports activities that they<br \/>want to do.<br \/>Current laws and regulations regarding assistive devices are far too restrictive regarding allocation.<br \/>on assistive devices that are necessary for people with mobility impairments to engage in leisure activities and<br \/>sports. They also bear significant additional costs themselves when purchasing equipment.<\/p><p data-block-key=\"42j1g\"><b>Resolution on housing accessibility<\/b><\/p><p data-block-key=\"td8yv\">National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held on April 30, 2022<br \/>calls on states and local governments to ensure that people with disabilities have the opportunity to<br \/>to choose a place to live, where and with whom they live, on an equal basis with others.<br \/>To ensure this, it must be guaranteed that no one will be forced into a particular form of housing.<br \/>or resources against his will or needs. Representatives of people with disabilities have done all the necessary groundwork, but the issue is being held up by the government. It is unacceptable for a disability pension to be lower than unemployment benefits and more than 100,000 kr. lower than the minimum wage. People on the lowest wages can barely make ends meet, let alone disability pensioners. Cuts due to pension funds and employment income must be stopped, and the so-called &quot;kr\u00f3na-fall&quot; must be abolished without delay.<\/p><p data-block-key=\"eawnt\"><b>Work capacity assessment<\/b><br \/>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held on September 26, 2020, calls on the government to abandon further attempts at work capacity assessments, which are only likely to cause a vulnerable group immense insecurity and anxiety about their livelihoods. We must start at the beginning by converting full-time jobs into part-time positions. In this way, none of the ministries are setting a good example, as responses to recent parliamentary inquiries prove. We urge the government to open a channel for people with disabilities into the workforce for the benefit of all.<\/p><p data-block-key=\"xv760\"><b>Resolution on the Restoration of the Disabled Persons&#x27; Implementation Fund<\/b>.<br \/>The National Assembly of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held in Reykjav\u00edk on September 26, 2020, supports the ideas of the Association of Icelandic Municipalities regarding the reestablishment of the Disability Implementation Fund. There are far too many examples of buildings that, for instance, have elevator openings but no elevator. Such situations have, in many cases, persisted for years or decades. It was a mistake to abolish the fund, as it often resolved accessibility issues for the benefit of all.<\/p><p data-block-key=\"vohog\"><b>Resolution on the safety of people with disabilities in traffic\/vehicles.<\/b><br \/>The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held in Reykjav\u00edk on September 26, 2020, urges the National Transport Authority to establish and ensure an effective regulatory framework regarding the driving and safety of individuals with disabilities in motor vehicles. Ensure in a decisive manner that the operators responsible for transporting people with disabilities comply with these regulations in all respects, and establish effective oversight for this purpose. The meeting also concludes that the knowledge and procedures for statutory inspections of specially equipped vehicles for people with disabilities must be ensured, with regard to the special equipment, its safety, and its condition. Special equipment and other modifications are often inspected little or not at all. There are examples of fatal accidents that have occurred because the safety equipment was inadequate or did not fit the person with a disability.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-8b3a171 elementor-widget elementor-widget-heading\" data-id=\"8b3a171\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The National Assembly of Sj\u00e1lfsbj\u00f6rg LSH, held in Reykjav\u00edk on May 4, 2019, adopted the following resolutions.\n<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-99bb95d elementor-widget elementor-widget-text-editor\" data-id=\"99bb95d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p data-block-key=\"ijybs\"><b>Resolution on labor issues<\/b><\/p><p data-block-key=\"9mysq\">The National Convention of Sj\u00e1lfsbj\u00f6rg, the National Federation of the Disabled, held on May 4, 2019, urges the Althingi of Iceland to immediately abolish the dollar-for-dollar deduction and to comply with its own laws, with reference to Article 69 of the Social Security Act, making it retroactive in this instance, as is the case with the salaries of the members of parliament themselves.<br \/>The newly approved collective bargaining agreement applies to everyone, including people with disabilities.<br \/><br \/><b><i>Article 69.<\/i><\/b><br \/><i>Social security benefits, as well as payments pursuant to Article 63 and amounts pursuant to Article 22, shall be adjusted annually in accordance with the applicable budget. Their determination shall take into account wage development, provided that they never increase by less than the consumer price index. The wage development shall be used as a basis, but the consumer price index if it is more favorable.<\/i><\/p><p data-block-key=\"kaio2\">However, the organization points out that it is yet another humiliation for people with disabilities from the government to have to repeatedly wait for their benefit increases, many months after wages and the index have raised the incomes of other groups in society, and that this is a definite pay cut in itself.<\/p><p data-block-key=\"h2zmn\">The National Convention of Sj\u00e1lfsbj\u00f6rg is concerned about the current situation, where the government is making it a condition that the Disabled Persons&#x27; Association of Iceland approve a work capacity assessment for a new system for disability and related payments to be implemented.
